Federal BOP and ICE custody are not covered. The correct federal paths are the BOP Inmate Locator and ICE Online Detainee Locator, each with its own limits.
State corrections coverage also has a firm boundary. MI-VINE may notify about a general MDOC release, while OTIS provides state status and sentence fields. A PAROLE entry in OTIS means the person left prison under supervision. A DISCHRG entry means MDOC jurisdiction ended for that sentence, subject to MDOC's own explanation. A VINE alert and an OTIS status can support each other, but neither should be used to describe an Allegan-only jail case that never entered MDOC.

For a county jail release, pair the VINE event with the Corrections Center or a Sheriff's release record. A court event must be interpreted just as carefully. The 57th District Court handles misdemeanor matters and preliminary felony steps, including bond. The 48th Circuit Court holds felony dispositions and sentences. A dismissal, bond order, or sentence entry can explain why a custody change was expected, but the docket does not prove the exact moment the person walked out. The official MI-VINE brochure says the PIN acknowledges a phone alert and stops repeat calls for that event. Calls may retry until the PIN is entered or for up to 72 hours. Program details can change, so the current registration screen and brochure control.
Alerts are useful, but they are not a release order. Data depends on the participating agency's entry and transmission. A fast call to the custodian is still the safest way to confirm an urgent Allegan County release or transfer.
Keep the reporting agency in any note made from an alert. “Released by Allegan County” is narrower and more accurate than “free from custody.” The person may be taken by MDOC, another jail, a federal authority, or an immigration authority. A qualifying direct victim uses MDOC Crime Victim Services and may call the Crime Victim Notification Unit at 877-886-5401 for that added layer. This distinction prevents a general custody alert from being mistaken for complete Parole Board notice.
A transfer remains custody. A court disposition does not, by itself, prove the exact moment of physical release. The reporting source must always be matched to the question being asked.
For parole-specific notice, the separate MDOC route is crucial. General VINE registration does not promise the added hearing and decision notices available to qualifying direct victims. The Crime Victim Services registration is built for that purpose and follows MDOC procedures. Other users can still consult public Parole Board information and OTIS, but should not assume that a general release alert includes every step taken before the Board.
Allegan County VINELink Limits
MI-VINE is strongest for alerts and current event checks. It is not designed as a permanent release archive.
